The president demanded that the government take the economy of Kyrgyzstan out of the shadows

President Sooronbay Jeenbekov today, June 30, at a meeting of the parliament, took part in the oath-taking ceremony by new members of the Kyrgyz government, after which he addressed the newly appointed ministers with a parting word. According to the head of state, the government should clearly determine all costs, taking into account the risks associated with the crisis provoked by the coronavirus pandemic, form a budget reserve, preventing possible risks, and continue negotiations with creditors to repay or extend the payment of public debt. To reduce the shadow turnover of goods and illegal business, electronic accounts and online cash registers are introduced. All actions in this direction must be carried out in a timely manner. At the next stage, systems for marking goods and controlling their turnover will be launched. At the same time, the government is obliged to take new, modern steps in the field of regulating business activities, he said. Jeenbekov said that the local business community complained to him that due to the weak work on the legalization of shadow business, the main tax burden falls only on honest entrepreneurs, law enforcement agencies and courts cannot provide full-fledged activities as an effective lawyer and fair arbitrator, which is why entrepreneurs and investors are forced to resort to international arbitration. It is necessary to introduce specialized courts to deal with tax disputes so as not to bring these problems to the level of international arbitration. At the same time, it is necessary to develop mechanisms for decriminalizing and preventing economic crimes, he stressed. It is necessary to accelerate the integration of the tax payment base with an automated weight control system in the process of import regulation. A system of digital signatures, electronic permits and licensing mechanisms should be developed. In addition, it is necessary to introduce tools for remote access to financial services, create infrastructure for online trading, he added. The head of state demanded that officials increase the capitalization of the guarantee fund, increase the provision of finance to commercial banks by the national bank and increase funding for projects in the regions by the Russian-Kyrgyz Development Fund and state financial institutions. In addition, we will make some changes to other industries, taking into account the consequences of the current global pandemic. They will primarily be related to the field of medicine and education. Here the main attention will be paid to digitalization, summed up Sooronbay Jeenbekov. See also: Due to the pandemic, the economy of Kyrgyzstan has sunk by 4.8% since the beginning of the year
